Never press Synchronize on a row flagged wrong person. Those five rows are attached to a live OpenMRS account belonging to someone else; syncing renames that person and overwrites their login. They need a human decision first.
Do the code guardrails first. Without copy=False and the unique
constraint on provider_uuid, the fixes below re-corrupt as soon as someone duplicates
a practitioner in the UI. Phase 0 in the main report.
